The “Rules” are based on urging enterprises to implement the main responsibility for food safety, standardizing sugar production licensing, and promoting the high-quality development of the sugar industry. In line with actual sugar production, the scope of licensing is broadened, and categories such as brown sugar, liquid sugar, and other sugar are added to achieve full coverage of sugar varieties listed in national food safety standards. Clarify requirements such as sugar production sites, equipment and processes, personnel and management systems, and inspection of trial products to prevent food safety risks at the source. Strict inspection requirements for distribution enterprises. It is stipulated that sugar distribution enterprises shall establish and implement a review system for raw material suppliers, establish an inspection system for the sugar raw materials they purchase, and strictly implement inspection requirements for finished products. At the same time, it is clearly stipulated that starch sugar shall not be added to table sugar, and that manufacturers shall not use compound sugar, mixed sugar syrup or premixed powder as raw materials to produce processed sugar; brown sugar production shall have a complete production process starting with sugar cane treatment; where there is a sulfur bleaching process, the manufacturer shall control the amount of sulfur dioxide remaining in accordance with standard regulations and establish monitoring records.
