The State Administration of Immigration and the State Administration of Market Supervision and Administration jointly issued a notice promulgating the “Administrative Measures on Filing Records for Agencies and Personnel Engaging in Outbound and Immigration Intermediary Services”, which will take effect on September 15, 2026. The “Measures” are formulated in accordance with the “Exit and Entry Administration Law of the People's Republic of China” and “State Council Regulations on Exit and Entry Administration” to regulate the filing and administration of agencies and personnel engaged in outbound and entry/entry intermediary services. The “Measures” consist of 14 articles, which further clarify the scope of filing, filing period, and requirements for filing materials, etc., and determine that entry/exit management agencies of public security organs of local people's governments at or above the county level shall carry out filing management for agencies and personnel engaged in entry/exit intermediary services in their respective jurisdictions. The “Measures” require that entry/exit management agencies of public security organs, while strengthening supervision and management, should continuously optimize work processes and continuously improve the degree of facilitation of filing of records for agencies engaged in entry/exit intermediary services.
