From September 11th to 14th, the 2026 Pujiang Innovation Forum was held in Shanghai. Zhu Xueyan, Deputy Director of the Shanghai Institute of Science, released the “Shanghai International Science and Technology Innovation Center Construction - Think Tank Observation Report” during the forum. The report suggests that the Yangtze River Delta leads the country in its ability to innovate and develop strategies. The entire society in the three provinces and one city invests more than 30% of the country in research and development. National laboratories exceed one-third of the country, national key laboratories and double first-class universities account for about a quarter of the country, and the number of R&D personnel per 10,000 people is close to double the national average. Gathering about 35% of the country's high-tech enterprises, nearly 40% of unicorn enterprises, and nearly 50% of Gazelle enterprises, the total number of national-level advanced manufacturing clusters cultivated accounts for 32.5% of the country.
