On September 12, He Baohong, chief engineer of the China Academy of Information and Communication Technology, stated at the 2026 China Computing Power Conference that the development of comprehensive computing power should revolve around a differentiated layout, software and hardware industry system, a low-carbon computing power base, and a national integrated system system to push computing power construction from scale expansion to quality and efficiency improvement. In terms of zoning policies, advantageous regions should focus on improving stock quality and filling gaps with rigid demand, and deeply cultivate high-value-added scenarios; growing regions should strengthen regional computing power hubs to support the upgrading of storage networks with industry applications; and resource-based regions should undertake non-real-time services such as training and cold data to supplement outbound transport networks and industrial ecology. In terms of extending the chain and strengthening the chain, it is recommended to build a new intelligent computing center to simultaneously configure storage and networks, improve the full chain support for chips, servers, databases, and models, and drive the construction of computing power, memory, and capacity with actual business requirements. In terms of green empowerment and overall management and control, it is recommended to promote liquid cooling, energy-saving transformation, and telecommunication collaboration, improve clean energy consumption, and improve pricing, trading, value accounting, and compliance supervision systems.
