Digital villages are a strategic direction for rural revitalization, and are an important part of building a cyber power and an agricultural power. This action plan was formulated to implement the deployment requirements of the “Outline of the Fifteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China” and the “Outline of the Digital Village Development Strategy” and promote the high-quality development of digital villages during the “15th Five-Year Plan” period.

I. General Requirements
