OpenAI has outlined a series of commitments it says will guide its expansion of artificial intelligence infrastructure in Texas, including measures aimed at power reliability, water use and impacts on local communities.
In an Aug. 7 letter, OpenAI said it intends to ensure that costs associated with its projects are borne by those developments rather than passed on to households or smaller commercial customers.
OpenAI framed the commitments as a response to standards established by Texas Gov. Greg Abbott, describing them as a blueprint for responsible AI infrastructure development in the state.
The company said it will work with utilities, Electric Reliability Council of Texas ERCOT and infrastructure partners to support additional electricity supply as demand grows, while operating its facilities in ways that minimize strain on the grid during periods of stress. On water use, OpenAI said it plans to prioritize efficient cooling technologies, including closed-loop systems, and coordinate with local water providers to account for regional availability.
The letter also outlined measures focused on community impacts, including earlier engagement with residents and local leaders and site-specific steps to address issues such as noise, lighting, traffic, land use, setbacks and emergency response.
OpenAI said it will provide state and local stakeholders with information about projects, including electricity and water consumption, infrastructure investments, incentives and community safeguards.
"We believe the standard should be clear: AI infrastructure should pay its own way, support a reliable grid, use water responsibly, protect neighboring communities, and operate with transparency and accountability. OpenAI is committed to working with Texas to meet that standard," OpenAI’s CTO of compute, Uday Ruddarraju wrote in the letter.
This comes after Abbott directed the Public Utility Commission of Texas (PUC) and ERCOT to "take immediate steps to protect residential ratepayers from the costs of data center expansion."
"Data centers must operate in ways that reduce costs for residential electricity customers, do not drain water needed for our communities, and take into consideration the needs of our neighborhoods," Abbott said in a press statement in June.
The Governor is working with lawmakers on legislation requiring data centers to use water-efficient cooling systems, report accurate data on electricity and water usage necessary for state planning, phase out outdated tax incentives, and adopt other practices that protect neighboring communities, such as setbacks and noise reduction, the press release continued.
